1.1 These Guidelines are formulated to regulate the procedures and requirements for handling formal requests submitted to CoinW (hereinafter referred to as the “Platform”) by government law enforcement agencies or judicial authorities, including but not limited to requests for investigation, evidence collection, and account freezing.
1.2 These Guidelines apply only to law enforcement and judicial requests relating to investigation and account freezing. These Guidelines are currently not applicable to judicial requests involving the allocation, return, or transfer of assets. Such requests shall comply with the applicable national and international laws and regulations on judicial cooperation and will be handled on a case-by-case basis in accordance with the nature of the specific enforcement request and the relevant legal requirements.
1.3 These Guidelines are operational in nature and do not constitute an automatic undertaking or guarantee to comply with any law enforcement request. The Platform will always process such requests in accordance with applicable laws and regulations, as well as the Platform’s Terms of Service and Privacy Policy.
2.1 If you are an authorized law enforcement officer, please submit your law enforcement request to the following email address:
2.2 Requests must be sent from an official government domain email address (e.g., *.gov). Alternatively, a government domain email account may authorize an officer’s personal email account for such submission. The Platform will not accept requests submitted through unofficial channels or personal contact details.
3.1 Law enforcement authorities must provide at least the following documents and information when submitting a request:
Case filing decision or equivalent initiation document;
Formal written law enforcement request with official stamp (e.g., investigation assistance order, freezing notice, etc.);
Valid identification documents (scanned copies or photocopies) of at least two handling officers;
Official contact details of the law enforcement authority (including official email address, landline number, and other verifiable official contact information);
Case description and supporting evidence relevant to the requested assistance (e.g., fund flow charts or related documentation);
Note: If the request from a law enforcement agency is not sent from an official email address, additional materials must be provided to help verify the identity of the officers and the authenticity of the request (for example, photos of the two handling officers holding their official IDs and the relevant legal documents).The Platform reserves the right to request supplementary documentation or information as it deems necessary.
3.2 Requests must clearly state the specific assistance sought and provide sufficient details to enable the Platform to process the request appropriately. It is recommended that the request include a designated time window for telephone verification to expedite processing.
3.3 If the document is not in English, please provide a certified translation.
3.4 Please include, in a structured table where possible:
(i) account identifiers (UID/email/phone);
(ii) blockchain addresses/TxIDs;
(iii) time window (UTC);
(iv) requested action (lookup/preserve/freeze);
(v) legal basis & instrument reference;
(vi) working hours & contact.
4.1 Upon receipt of a law enforcement request, the Platform will conduct a legality and compliance review, which may include but is not limited to:
Legality, authenticity, and completeness of the documents;
Legitimacy, reasonableness, and relevance of the request;
Verification of the identities of the law enforcement officers.
4.2 During the review process, the Platform may request further explanations or additional supporting materials. Law enforcement authorities are expected to cooperate accordingly.
5.1 The Platform reserves the right to decline assistance if any of the following circumstances apply:
Submitted materials are false, incomplete, or unverifiable;
The request is unrelated to the referenced case;
The identity of the law enforcement officers cannot be confirmed;
The content of the request violates applicable laws or exceeds the Platform’s capability.
5.2 If evidence of falsified officer identity, forged materials, or other serious violations is discovered, the Platform may refuse assistance and reserves the right to report the matter to relevant supervisory authorities or take further legal measures.
Chapter VI – Confidentiality & Data Security Undertaking (Platform)
6.1 Confidentiality
The Platform shall keep all law enforcement requests, related correspondence, and any data provided or generated (“Confidential Information”) strictly confidential and shall not disclose them to any third party except as required by law or with the written consent of the requesting authority.
6.2 Least-privilege & Access Control
Access to Confidential Information is restricted to authorized personnel on a need-to-know basis, with encrypted transmission, logging, and audit.
6.3 User Notification Exception
Where permitted by law and without jeopardizing investigations, the Platform may notify affected users; where subject to gag orders/secrecy requirements or where notification could impair enforcement, notice will be delayed or omitted.
6.4 Retention & Deletion
Data and logs related to requests will be retained only for the legally or contractually required period and will be deleted thereafter unless an extension is supported by written authority.
6.5 Security Incident Response
In case of a security incident affecting Confidential Information, the Platform will activate its emergency plan, implement remedial measures, and promptly inform the requesting authority to the extent permitted by law.
6.6 Duration
Unless otherwise required by law, confidentiality obligations remain in force from receipt and for as long as the information is non-public.
7.1 These Guidelines may be updated from time to time in response to applicable laws, regulatory requirements, or Platform policies. Updates will be published through the Platform’s official channels.
7.2 For the purposes of these Guidelines, “law enforcement authorities” refer to any government body or judicial authority legally vested with law enforcement powers.
